The Brew'n Water spreadsheet is quite good.
I always do my water profile first (hint - no German brewery uses water with the same characteristics as the municipal supply profile), then adjust to my target pH using biological acid (such as acidulated malt). I rarely need more than 200g in a 10,000g malt bill.
Impeccable water is paramount for a successful bright lager.
